scoped_dir* folders not deleting

Issue Description:
So many scoped_dir* folders are created that the computer runs out of space.

This issue happens on Windows server 2003, a simple test should reproduce the 
issue.

Thanks for filing bug, can you explain a bit about the issue ?
Do you mean by in each test run in windows machine a folder named (example 
scoped_dir7352_32620) is created in C:\Users\{profile}\AppData\Local\Temp ??
