I also think this would be a very useful feature...
But the Wire Protocol looks to be somewhat limited at its current state,
Chrome offers a more evolved functionality

This has landed in the tip of tree chromedriver, but we're still missing the
Selenium bindings for it.

Pardon my ignorance, but why do we need a selenium binding for this? Can't we
just pass this through the capabilities like so
Map<String, String> mobileEmulation = new HashMap<String, String>();
mobileEmulation.put("deviceName", "Google Nexus 5");
mobileEmulation.put("networkThrottle", "3G");
etc
The throttling itself takes place server-side (chromedriver) right?
