Ecosystem page - Create "Featured" tag in projects

create a sort of “Featured” tag where we can promote specific apps to show in front of others, something similar to google search showing ads first with different border and some highlight, also include a Tag "Featured" close to the "Live"/"Building" tag

this should be defined in the projects.json file with a "isFeatured" prop

• Featured will show highlighted with a yellow border + yellow "Featured" tag
• Featured will be ordered first

These are the initial projects setup as "Featured"
