Adding new cpu and memory alerts

adding new prometheus alerts

• cpu above 85%
• memory above 85%
• increase restarts per 1 hour

CPU and Memory alerts based on max are not coming up with specific alert annotations- need to think abit this more

trying to figure out how to get slack to give metadata on the pod- it has to do with prom max condition
