Creating proper wiki documentation for module commands and bot operations.

I'm currently working on a full documentation of Mecha's commands and functions. I've been going back and forth with @Marenthyu about it for a few days, and have finally completed the basic documentation of all rat-board commands. With that out of the way, I've decided to open up an issue here for discussion and suggestions. I'm also keeping the main tasklist and ideas updated here so progress can easily be tracked. (and so I don't forget anything :smile:)

Command Reference:

• [x] Create a common format for cmd sections and the main cmd table.
• [x] Add cmd sections for rat-board.
• [x] Add cmd section for rat-short.
• [x] Add cmd section for rat-search.
• [x] Add basic introductory text to the commands page. (added, but could probably use work)
• [ ] Add additional usage notes to commands that might benefit from it. (In Progress).

  Facts Reference:

• [x] Create page for Facts and their usage. (Created, but not done.)
• [ ] Sort the status of fact translations.
• [ ] make and link a table for needed translations.
• [x] Make a write-up of how a fact works.
• [x] list all english facts for reference.

  Dispatchers Cheat Sheet???:

• [ ] Create "Dispatcher's Cheat Sheet" page for common bot interactions.
• [ ] Make sure to add !tweet :smile:

  Other:

• [ ] Update bot !help docs to reflect new language conventions enforced in the docs.
