[Aave V3] Integrate Provider in Fantom and test integration at Smart contract level #413

The task includes adapting the existing Aave V3 provider and make it function for Fuji fantom implementation.

[x] Update code and add ProviderAaveV3FTM.sol to Fantom provider folder.
[x] Make test file that can confirm new provider works on forked chain.
[x] Create production deploy script.
[x] Deploy provider and make on chain tests / simulations to ensure it works on production.
[x] Once done, notify FE guys on #414 :)
