Banner’s closing button should be an “X”, not “Dismiss”. Banners can have an action integrated in the message, and that’s going to be underlined like the Dismiss button is.

• Add an X button to close.
• Allow the banner.message to include a link
• Banner structure is a bit more complex so take away from constants (also notice that all constants should be used like used from /constants/index.ts)
• All pages now jump because of the banner

Markets show the first element as the best one before loading the data, so we show the wrong element as the best for a couple of seconds (notice in the video that we show Optimism as the best one until loading the data and then Gnosis is the best)

Also, increase the "Best" button's right padding to match the left one.
