feat: user registration routes #121

Fixes #119. Creates a default user with the password "changeme". There's currently no web page for this, we can do it over the endpoints.

I’ll stay out of this review, but just to say this is overall looking great – this is a good approach, and the right level of complexity. Also, I agree with James’ comments

Fair shout Andy - I assigned you and James both because you've done a lot of work on this and might want to look at it, but James should probably be taking over that work as you continue focusing on the election and he's not really looked at Raphael since it was early. :+1:
