feat: merge backend to main #28

Closes #7, #21, #11 by merging simple code for the backend into main. Not too concerned with error handling or such, just getting something out there for an MVP. There isn't much to go wrong.

New features from the src/health_misinfo_shared/ directory will have to be ported over to this part of the project.

I’ve linked #11 and #21 here (because slightly annoyingly, github won’t auto-link a list of issues in the description. You have to put “fixes #X, fixes #Y” etc).
