Overview

We have training data from various sources currently sitting in various CSV files. We also have a (probably empty) db table called training_claims.

Requirements

[ ] Write a script (in /tools/db) that auto-populates the database with some sample data.
[ ] Call this from db/main.py so that when a new db is created, it is populated

The code reads the training data from CSV files quite happily. While this might have been worth fixing months ago, it isn't any more as the alternatives are working fine.
