I expect it is meant for the the purgecss config file. But what if you are using webpack? Webpack with post css (postcss config) and so on.
This I suspect is general for more of the guides.

I am not familiar with WordPress so I would not be in a position to create a good documentation for it. If someone has used PurgeCSS with WordPress and would like to share how, it would be really great.
