Description

Add subnav section in the new school learning page.
- Move census menu from subnav to school view.
- Add new action in LearningController to the new page /escola/*/aprendizado
Rename and move Census/CensusHeader to Component/Header.
Add census functional tests and refatore database fixtures.

Motivation and context

K.R. 2.2 - Migrate more than 50% of page views to QEdu Hub
