Bug Report: Song Metadata and Events window sizes need adjustments #2660

What version of the game are you using?

0.4.0 (Version 14) 0.4.1 (Version 17) Still present in 0.5.2

Have you identified any steps to reproduce the bug? If so, please describe them below in as much detail as possible. Use images if possible.

Start any song
Open the Chart Editor
Select Window and open Song Metadata and Events
Change the Event Type to Scroll Speed
Both windows will be sized incorrectly

Please describe your issue. Provide extensive detail and images if possible.

The Song Metadata and Events (Scroll Speed) windows have overlapping or overflowing UI elements.

This happens because:

The Song Metadata window isn't large enough to accommodate for the newly added "Charter" field.
The Scroll Speed window is pushed too far to the right by the property "Target Strumline"

The Metadata window is now fixed, but the Scroll Speed event window is still too small.
