Inspired by Hundrec’s issue, but I made a new template for compiling.

I have noticed that people have been using the bug report template for compiling errors, so why not make the compiling errors their own templates?

Adds the label automatically
Seperates the bug reports and compiling errors

This idea popped into my head, but I decided against creating one since they removed the compilation help template a while back. If Eric wants it back, then I support it!
