Add Config to allow OreExcavation as an Enchant #42

Would be nice to have it configurable to make OreExcavation an enchant for a tool instead of always active, Similar to FTB Ultimine and the trinkets option

The base mod is not intended to have enchantments, modifiers or other conditionals to use excavations. That is left up to 3rd party mods or extensions such as Ore Excavation Integration: https://www.curseforge.com/minecraft/mc-mods/oreexcavation-integration
