Update and fix the lock command #266

What steps will reproduce the problem?
1. /lock blue and /lock green
2. let a new person join and they will be able to join any team they like...

What is the expected output? What do you see instead?
They should only be able to join the spectator team, since green and blue is 
locked...

Please use labels and text to provide additional information.
Are you able to lock the spectator team?
