New windows install tutorial with WSL 2 + debian packages #1540

In 1.37.0 we deprecated the Windows startup scripts for Apache Tomcat. Using the debian packages with WSL 2 seems to work great.

Let's document this procedure and then we can mark our old Windows install as deprecated, or remove it.

We could also pause on this one because we are likely going to write a PowerShell script for Windows install. So this would be nice to document - but we will support native installs as well using the zip package.

We added back native Windows install. Let's audit the Windows install guide and ensure it is clear - and we can still mention that WSL 2 will work.
