If confidence score is too low to suggest a response, no entry on CXM yet sov forward contains one #266

Bug description when confidence is not high enough to display a suggested response, it doesnt show anything on CXM, yet when it sends to back office, the template includes a suggested response anyway

New templates added; S3 Test buckets includes new templates for sov forwards that need a response including; can't upload amended standard response templates until the new code is in place or responses will stop being received at all. Once new code is in place, test buckets can be updated to include new versions of sov forwards for emails & CUS requests that don't include responses.
