Expected behavior

Unlocking Alcohol silo level 16 by using 105.4K of each ressources.

Actual behavior

After an unusual loading period, 105.4K of each ressources were consumed but Alcohol silo still at level 15.

Steps to reproduce the behavior

Building upgrade - Impossible to reproduce as I'm missing ressources
