Add ball grinding mill #8

This would be an LV tier multiblock that processes massive amounts of raw ore and turns it into crushed ore. This would require custom machine logic in a coremod.

Potential replacement for #7.

Actually the number of recipes is probably small enough to generate 4*N recipes for it. Should be doable tweaker-only.
