The reroll cost was implemented this way on purpose as I didn't like how spending that full level was often hindering you from enchanting again. I will see that I add a config option to use levels though in the future.
Currently, in the enchanting config, reroll costs can only be assigned points. For me, this is too cheap of a price, especially because points are accumulated every level. 17 points is about one level early on, but it's very cheap in comparison when you have 30+.
I'd like this to work like it does in vanilla - the reroll should cost as much as the cheapest enchantment available in the enchanting table, which is always 1 level (plus the experience refund when it's placed in a grindstone, technically). The benefit of this would simply be not needing to grindstone your tool every time you enchant.
For example, here, the reroll cost should be the cost of the 4 level enchantment:
For my use case, it would be versatile enough if the points config could be switched to use levels instead, or maybe there could be two options for both point cost and level cost?
