All the Mobs Ignore the MobGriefing Rule, mutant creeper explode blocks, mutant snow golem create snow, mutant enderman pick up blocks and make holes.

What is supposed to happen: respect the Mobgriefing rule and not affect the world while the rule is false

This is fixed for 1.20.1, will backport at some point.
