Using Respawning Animals on a server (but the problem is also in single player)
I think some weird interaction with Aquaculture 2 or Ars Nouveau is preventing vanilla mobs from spawning, my world is just full of fish and Ars Nouveau critters.
Trying to enable and disable various mods and seeing whether or not vanilla mobs spawn the behavior seems a bit random.
I found some people on the internet talking about Citadel or Environmental but by disabling them the problem remained
