[Bug]: Cooldown Capability does not work correctly #28

it actually happen in all version but 1.20.1 is the test environment

Problems: 1.cooldownTicks can be lower than 0 2.blocking when is on cooldown cause cooldown freeze

i have a temporary fix and i may create a PR later Parryfixs
