[in binary release] redirect users to gin installation guide/deb release if appropriate git annex not found #195

I'm on Ubuntu 1604 which has git-annex v5.20151208-1build1 in its repos. When I tried to use the binary release of gin-cli v0.16, it notified me that I need a newer version of git-annex. Since building git-annex from source is challenging and since a built version of git-annex is bundled with the deb release, please incorporate changes so that gin-cli points me to the deb release here or the gin-cle installation guide.
