Travis-ci.org has finally stopped accepting jobs

this PR removes the .travis.yml file.
README Badges and repo hooks have been removed.
a gh-actions matrix build for Python 3.6 - 3.9 and Ubuntu, MacOS, Windows as been added. Successful runs for all operating systems can be found here.
