Research project template feature list

The research project creation service should support the following

• [x] Creation of new projects based on multi-repo template with submodules.
• [x] Template should contain sync scripts for users.
• [ ] Issues and Wiki of submodules should point to the parent module Issues and Wiki pages.
• [ ] Scripts can be updated from an admin panel by opening a PR on existing repositories, for when we want to push script updates to users.
