CI: Package for arm64 #121

Enable aarch64 builds in CI. Job will take time to complete as aarch64 is emulated with qemu

Waiting for https://github.com/G-Ray/transmission-native/ to publish a new release with arm64 prebuild filename expected by @electron/rebuild
