Fusion, RNAExon, and possibly other variant types get a weird ALTEND #82

This extends to CHROM_POS_ALTEND_DATE. The root cause is the ALT field not being handled in any way, instead being imported as is.

Additionally there appears to be a potential off-by-one position issue with RNAExon. See sample 23SKH01554.
