Replace lower paddel in 08PP with a narrower version

Due to (1) drooping of the tracker frame, (2) drooping of tracker frame supports, (3) low margin (1.5mm) in spacing between the last 08PP paddle and the tracker frame supports, and (4) not accounting for CTE shift in panels (1.67mm), the last paddle in the 08PPs on the RAD and sun shield sides of the tracker interfere with the tracker frame supports. There are several solutions to this problem, but the easiest will be to replace the last paddle in the RAD and sun-shield side 08PPs with a narrower paddle.

What needs to be done:

• [x] determine how much narrower the last paddle needs to be

• [x] get estimate from Eljen to re-machine the at lease 2 paddles, probably 4 so we have 2x spares
• [x] machine new clamp blocks for the panels to account for the narrower paddles
• [x] Re-strap the RAD and sun-shield side 08PPs

• The original gap between the last paddle in the 08PPs and tracker frame supports is 1.5mm.

• The CTE shift between panels mounts is 1.68 mm

• The CTE shift designed into the mounts is 1.91 mm

• The wrapping of the paddle ends is about 1mm thicker than originally expected.

• The tracker droop of panel mounting rails from both the panel weight and tracker weight is about 5mm as observed on the boom and non-boom sides of the tracker.

• We want the gap between the tracker frame support and paddle to be 6 - 10mm.

Thus we want to narrow the last paddle by $\Delta w \ge 12.41 mm$

Paddles have been sent back to Eljen for re-machining. Probably another week before they are sent back to UCLA.

Panels PID-03 and -05 were re-strapped with the modified 14.5 cm wide paddles and clamp blocks (TOF-PAN-001-1) and installed during the week of Feb. 20th, 2023.
