[4th 06PP] Remove washer epoxied to foam board #128

During #82 a washer was epoxied to the foam board, see https://github.com/GAPS-Collab/Tasks/issues/82#issuecomment-1401123776. I currently don't has a safe way of doing this without risking damage to the panel skins. We might have to leave it place.

This panel is selected for PID-08, which puts the washer under paddle 74 side A at the edge of the panel.
