Design & Fab. an updated RAT thermal strapping scheme

Several of the short thermal straps that thermally strap the PB and RBs to the RAT enclosure popped off before NTS. NTS data has not been thoroughly reviewed yet, but it appears this did not lead to overheating of the smaller chips. We need to modify the thermally strapping so we don't have these "broken" straps. I'm thinking we can just epoxy on heat sinks that will radiate the head away.

20230808: All thermal strap designs have been updated except for the Mars board. Order for the updated straps was placed today.

20230821: updated design scheme finalized for PBs and RBs, all new thermal straps either in orders or fabrication

• thermal straps for PB and RB (except Mars brd) arrived 2023 Aug. 24
• Mars brd thermal strap estimated to arrive 2023 Sept. 5th.

20230907: Mars brd thermal straps arrived today, Katie & company will paint them, installation should start next week.

20230927: all Mars brd thermal straps are painted, roughly half of the straps have been installed, as of today 8 RATs are fully assembled with the new thermal strapping
