Select new foam for the TKR support foam #179

During NTS TVAC testing we saw significant shrinkage of the pink Ethafoam used to support the TKR detector modules. The contraction was significant enough that the TKR needs to be rebuilt with a new foam that would suffer (dimension-ally change) from pressure differentials.

Original foam: Ethafoam 220 AS

The new foam must satisfy the following criteria:

low-density (<= 35.2 $kg/m^3$)
anti-static (possibly achievable with a spray film) ... target surface resistivity $<10^{12} \Omega / sq.$
material (polyurethane vs polystyrene vs polyethylene) ... not so important as long as it does not introduce reaction/scattering problems
closed-cell to mitigate water absorption
small cell-size ... this creates a better lattice structure that should mitigate dimensional change from pressure differentials
well known creep and/or low creep

Three leading candidates are:

Dupont Styrofoam Scoreboard ("Mengjiao foam")
Dupont Styrofoam Highloads ("Chuck foam")
Owens Corning Foamular ("Purple foam")

On 19 July 2023 Mengjiao measured the densities of several foams.
