Update the editor in the GATE Overflow site #24

The GATE Overflow editor is missing the code editing and source buttons as it used to do.

How to fix

We need to download the new ckeditor with all the required plugins selected to this folder CKEditor4 is the tried and tested editor for Q2A but CKEditor 5 can also be tried if one is adventurous.
