An import mechanism will be defined to enable convertion of old XML Model
files to the XMDL metadata.

This enhancement may lead to creation of a new component(may be more than
one:xmdl.import, xmdl.excel) in the source repository.

This feature should be documented regarding the Excel file structure.

This may be defined as an integration to the xmdl.ui component as a new
OSGi extension point (for generic model import).
