Add metadata that says if the court accepts criminal or civil cases or both. Particularly for the Superior Courts and maybe also Juvenile Court #22

Some of the superior courts do not allow civil filings. We should probably filter courts in some contexts so that people are only shown options that allow filing civil cases.

For example: in Bristol County, only one of the courts accepts civil pleadings.

Whether we show all courts or just civil courts is situational. We never want someone to file a case in a court that doesn't accept civil pleadings. But if someone has to list all cases they have been involved in, they might need to list a criminal case.

For purposes of this issue, the situational information doesn't matter. This is just background for why we're adding this metadata.

Most likely the information about whether the court accepts civil pleadings is in the court's description. Sometimes it's a cross-reference issue. E.g., the "parent" court might say "file all civil cases here" but the satellite locations might leave that information off. So at least look at the description of all of the related courts at one time.
