fix roxbury/west roxbury boarder based on 1976 ward 10 #5

I was able to find the boston election department's annual reports this suggested that there hasn't been a redistricting of the wards between 1969 and 1976, I was thus able to use a list of the names and addresses of every voter in ward 10 after doing 4 precincts I found that those precincts corresponded to the current precincts of ward 10 and after some further spot checking of the boarders found the precincts of ward 10 haven't changed since 1969, so I've updated the ward list so that all of ward 10 from 1976 is in the West Roxbury court except precincts 1, 6, and 7 which I put in Roxbury.

The one major thing we're missing (Besides anything that was water in 1882) is precinct 12 of ward 13 from 1948, using those same election reports I found that there was a redistricting in 1947 (due to mechanical voting machines allowing them to reduce the number of precincts) which probably explains why the 1946 precinct 12 ward 13 didn't make sense as a call out since it was firmly inside the dorchester area it was being assigned to.
