run sdfits filler on missing data #66

We need to fill a bunch of data from last season (both VEGAS and DCR). It would be good to do this automatically since we're going to have to do it every time we fill data.

The idea is to use the log parsing commands already in degas to get the table of observations and then loop over the different project/session names.

Most (all?) of our data to date has been filled, so we can safely hold off on this until we start getting more.
