Use steps to guide user through a complex submission form. Can be multiple page refreshes or just simulate that via javascript. See https://www.vets.gov/healthcare/apply/application/veteran-information/personal-information

See Ctools wizard for an all Drupal way to handle the multiplage thing. Its probably simpler to use javascript for that IMO. The Steps can be defined by fieldgroups.

Form.io has this, as does yamlform. But we have not committed to either of those for now.
