MORE_DROPS does not work. #131

Describe the bug

The effect, MORE_DROPS does not work.


  effects:
    - 'MORE_DROPS:10 @Owner'
    - 'ACTION_BAR:&fTest'```

action bar is working only more drops not, no errrs in console.

### How to reproduce

This can be reproduced on the newest plugin version. 2.3.9
