Zoom in too much on 'Add Layer' button

When a layer definition is present in a document, a button 'Add Layer' is provided in the atlas while that document is viewed.

If the layer definition refers to a layer that contains only one point, then the map is zoomed to far in.

A maximum zoom should be computed for the 'Add Layer' action.

This problem also occurs with 'Find On Map' button.

Restrict zoom level.
