Remove repeated title

Describe the bug There's a repeated title on the create new skill page, we already have the same title above the breadcrumbs, we dont need it after.

To Reproduce Steps to reproduce the behavior:

1. Go to Admin
2. Navigate to "Skill families" page
3. Click on "Create skill family" button above table
4. See error

Expected behavior We dont need two titles here. remove the one under the breadcrumbs.
