Fix: dedupe records using index only #49

Fixes #48. Bug in v0.3.0 that was deduping records based on the values,, not the timestamp index.

I ran a sanity check on the fix by downloading the data you posted above via noaa_coops and the tidesandcurrents site and comparing in a google sheet. It all checks out.
