This pull request is to get the ball rolling on our contribution guidelines. The issue for this is #1.

This is a very loose WIP and is open for feedback and contributions from everyone in the course. Some things I have yet to address:

Since there are so many kinds of projects in this organization, how do we encourage discussion and contributions to any and all of these projects with a single CONTRIBUTING.md file?
Would we be better off making this into a Code of Conduct and letting individual projects create their own contribution guidelines?
How can we use this document to encourage (enforce?) contributions from everyone in this course?
