Do we need a new repo for meta conversations? #10

It feels like some of the issues & discussions happening in this repo are off-topic for the repo name, so maybe we need a new meta repo — i.e. GD399-meta or something, for discussions around how the class structure should be, how contribution guidelines should look, and for any other meta-level discussions about the class as a thing

If anyone else thinks this would be good, I can create it really quick and populate it with some of the discussions from this repo.

I'm just going to go ahead and do this so I can start the ball rolling on our contribution guidelines.
