[Location System] Basic Prototype for Location System #34

PROGRAMMERS! ADD YOUR NAME TO THIS GOOGLE DOC to work on this task.

As the player moves across the state, they'll pass different locations to indicate to the player how close they are to the destination.

This will be demonstrated by "Landmarks" in both the Driving and Taco Making mini-game for this, reference the design doc (and don't be afraid to bug them with any questions you may have!)
