Add translation: Traditional Chinese #37

I have a question. Do Tawanese use same language with someone live in Mainlaind? When I went to Hongkong, I saw some communication troubles among Mainlaind people and Hongkong people. Can @proin copy your translation to vaules-cn?

Hong Kong & Taiwan both use Traditional Chinese and is different from China which uses Simplified Chinese, but I think I can help with zh-rCN translation :)

Is zh-rCN for Simplified Chinese? I think that your commit well be of help to @proin and this app's users. :)

And one stupid question: should I submit a new pull request for both zh-rTW & zh-rCN translation ?
