This PR brings the new structure and a working set that can be built on HTML and EPUB (pdf returns some errors in one of the chapters I have to re-write so leaving it for now).
This starts the computational environment section (#9) by listing the libs that it uses, but there's more work to do.
Tagging @fcorowe but merging directly so we're working from this version going forward.
