add disagg by mde plotter #332

This PR adds the functionality to plot results for disaggregation by mag-dist-eps whether they are output as many rlz or as the mean. There are tests confirming that the mean is computed correctly from the rlzs, and one that will break if the output format from the engine changes (we might have this in a couple weeks).

Note: the plotter depends on GMT
