added mgmpe features to smt #356

Added ability to specify scaling by scalar or imt-dependent vector for median and sigma using mgmpe within the smt (commit adds ability to specify these mgmpe inputs within the smt toml files for comparison and residuals modules). Also added split sigma using a predefined ratio and fix sigma per imt capabilities.
